Capitals Reach for a Shared Rulebook as the Migration Corridors Widen

GENEVA — The negotiation that may matter most this summer is not happening in any single chamber. Across a dozen member capitals, reception officials have begun trading the same worn question over encrypted calls: on what rule does a city decide who it can take, and who it must turn toward the next town down the corridor? With registered climate migrants now past 112 million and clustering hardest in the water-stressed corridors that widen through the hot months, the improvised patchwork of intake desks has started to buckle at the seams where one jurisdiction hands off to another. There is no treaty binding them; the Global Concordat Council, a month into its emergency water session, has not tabled a migration framework, and officials are not waiting for one. "Everybody is writing a rulebook alone, and the rulebooks contradict each other at the border of every city," said one reception coordinator who asked not to be named. What is emerging instead is a habit of coordination — shared registries, agreed handoff thresholds, a common vocabulary for capacity — assembled the way this century assembles most things: not by decree, but by the people at the desks deciding they can no longer afford to improvise alone.
